Instructions
Place water and salt in a 5-quart pan; bring to a boil. Add macaroni and simmer for 6 minutes. Add peas and carrots; simmer 2 to 3 minutes, or until macaroni is tender. Drain and rinse in cold water.
Combine mayonnaise, milk, white pepper, salt, mustard, Worcestershire sauce, sugar and lemon juice in a large bowl; mix well. Add drained macaroni mixture, SeaFest chunks and celery. Toss lightly.
